On July 11,2024, the official website of Chinese government published the Reply of the State Council on Approving Temporary Adjustments to the Implementation of Relevant Administrative Regulations and Department Rules in Six Cities Including Shenyang. (the “Approval”).

The Approval Response clarifies that, in accordance with the Approval Response of the State Council on Agreeing to Carry Out Comprehensive Pilot Projects of Expanding and Opening Up of the Service Sector in 6 Cities, including Shenyang, Nanjing, Hangzhou, Wuhan, Guangzhou and Chengdu, it is agreed to temporarily adjust the implementation of the Provisional Regulations on the Administration of Registration of Privately-Owned Non-Enterprise Units, Regulations on Travel Agencies, Regulations on the Administration of Entertainment Places, Regulations on the Administration of Business Performances, and Regulations on the Administration of the Public Performance, in 6 cities, including Shenyang and other cities, from now on. Regulations on the Administration of Private Non-Enterprise Units, Regulations on Travel Agencies, Regulations on the Administration of Entertainment Venues, Regulations on the Administration of Commercial Performances, and Special Administrative Measures for Foreign Investment Entry (Negative List) (2021 Edition). In particular, it opens up domestic Internet virtual private network business to foreign investment (with a foreign equity ratio of no more than 50%) in Shenyang, Nanjing, Hangzhou, Guangzhou and Chengdu, and attracts overseas telecom carriers to provide domestic Internet virtual private network business to foreign-invested enterprises through the establishment of joint ventures.
